At the same time, the Soviet Union and United States were engaged in a 'Cold War'. The U.S. was genuinely interested in counter power against the Soviet Union. Thus, Soviet Union's entrance in Afghanistan signaled the Soviet's increase in power and strength, so the United States decided to intervene.
Because the United States did not want to see the Soviet Union take control over Central Asia, the U.S. decided to fund troops to fight against the Soviet Union. These troops were called the Mujahideen, supported by several countries including, the U.S., Pakistan and Saudi Arabia.
Under Reagan's presidency, the U.S. Congress decided to form a partnership with the ISI (Inter-Services Intelligence of Pakistan) which would recruit the Mujahideen to fight against the Soviet Union.
In 1989, the extremist succeeded in driving Soviet militants out. This unforeseen defeat cost the Soviets to lose billions of dollars, which ultimately led to the collapse of the Soviet Union. The U.S. then bailed, leaving Pakistan alone to deal with the post war problems.
Official U.S. records now show:
"The Taliban was ousted from power in December 2001 by the U.S. military and Afghani opposition forces in response to the September 11, 2001, terrorist attack on the U.S." (truth be told, 9/11 was an inside job).
Following the 9/11 attacks, the U.S. declared war against Afghanistan; later to realize the seeds they had sown. Just so you know, the Taliban was not 'ousted' in 2001 because the War in Afghanistan lasted from 2001 to 2014.
The Taliban was a creation of the Pakistani intelligence agency, and funded, trained, and covertly supported by the United States Government.
The United States provided $3 billion to build this Islamic group by providing ammunition, which they failed to keep track of after the Soviet War. The millions worth of weapons the U.S. provided, were now being used against them.
Since the Taliban was a creation of the Pakistani intelligence agency. It has further been said that the U.S. is responsible for providing the Taliban with logistical and military advice, along with military hardware. Therefore, both the Unites States and Pakistan are culpable for the creation of Islamic extremist Group referred to as 'Taliban'.
